"Single License for Six Countries" - First Road Truck Flight from Jiangsu to Southeast Asia's GMS

Recently, a freight vehicle loaded with various furniture productsslowly drove out of the Jiangsu (Suzhou) International Railway Logistics Centerunder the supervision of Suzhou Customs, affiliated with Nanjing Customs. Thevehicle held a new Greater Mekong Subregion (GMS) "Pass" and woulddepart through the Muhang Port in Yunnan, traversing over 3,500 kilometers toreach Laos directly.

The Greater Mekong Subregion Economic Cooperation Mechanism encompassessix countries: China, Vietnam, Laos, Cambodia, Thailand, and Myanmar, aiming topromote coordinated development among member states in areas such astransportation, energy, and trade. This "pass" is the first GMS roadtransport permit issued within Jiangsu Province, with Xincheng Logistics Group,a subsidiary of Suzhou Port and Shipping Group, becoming the first logisticsenterprise in the region to obtain this qualification.

"Previously, the traditional road and rail transport from Suzhouto ASEAN required multiple transfers and reloading at locations such as cargoconsolidation points and border ports, involving numerous steps and lengthydurations. After obtaining the GMS qualification, certified vehicles can nowachieve 'one-trip direct transport' among the six member countries, eliminatingthe need for reloading and container extraction during transit. The overalltransportation time is expected to be reduced by over 30%, with logistics costspotentially decreasing by approximately 15%, providing robust logisticalsupport for enterprises seeking to expand into the ASEAN market,"explained Wu Ling, General Manager of Suzhou Xincheng Logistics Group Co., Ltd.

To ensure the smooth operation of GMS highway and air cargotransportation services, Suzhou Customs leveraged the liaison officer mechanismbetween customs and enterprises, assigning experienced professionals toactively coordinate with Suzhou Port and Shipping Group. They provided"one-on-one" guidance on enterprise registration for inbound andoutbound transport vehicles, standardized customs declaration procedures, andfacilitated the application for出境货物通关单 (outbound goods clearancedocuments). Additionally, Suzhou Customs strengthened collaboration with portcustoms authorities, pre-arranged system support and cargo supervision processcoordination, and streamlined the "advance declaration, priorityinspection, and rapid clearance" green channel to ensure efficient exportcargo clearance.

It is reported that the launch of the GMS road-rail multimodaltransport service marks an optimization and upgrade of the traditionalroad-rail transport model between Suzhou and ASEAN, playing a significant rolein building Suzhou's comprehensive southbound cross-border multimodal transportsystem integrating air, rail, sea, and road.
